Your flight is tonight, the shopping is packed, and Singapore GST is still waiting to be claimed. Before joining the bag-drop queue, separate purchases going into checked baggage from purchases staying in your hand luggage. That packing decision determines where the airport process begins.

Apply for checked goods in the public departure area before handing them to the airline. Apply for hand-carried goods in the Departure Transit Lounge after immigration. In both cases, read the eTRS kiosk result and complete any inspection requested while the goods remain accessible.

Keep the final airport journey funded separately. An expected refund is different from available SGD; for travellers using Starryblu Global Account, it belongs alongside the trip's currency balance in the plan, rather than replacing money needed before departure.

Check eligibility while the purchases are still accessible

The Tourist Refund Scheme is available to eligible tourists purchasing qualifying goods from participating retailers. Participation is voluntary. A receipt showing GST alone is insufficient: the retailer must issue an eTRS transaction linked to your passport. Bring your original passport and e-Visit Pass when shopping, and keep the original receipt or invoice.

The minimum purchase is SGD 100 including GST. Up to three receipts from the same day can be combined only if they show the same GST registration number and shop name. Goods consumed in Singapore, commercial goods, accommodation and services are excluded.

You must be at least 16 when purchasing, neither a Singapore citizen nor permanent resident, and not a crew member on your departing flight. Work, dependant, student and certain long-term passes affect eligibility, including the three months before purchase. Read the IRAS tourist eligibility conditions if your immigration status is more complex than a short visit.

Check the passport-linked transactions before packing and keep SGD available for outstanding expenses. Discovering a missing transaction at the airport leaves much less room to resolve it with the retailer.

Pack by refund route, then follow the order

Place refundable checked purchases where you can reach them without emptying the entire suitcase. Keep receipts and flight documents together. Before leaving the hotel, agree who is carrying each item; the suitcase with the shopping needs to stay with the person handling its inspection.

Allow time for the refund process before the airline's bag-drop deadline. Kiosk use, a possible inspection and airline check-in are separate steps. An early arrival gives you room to complete them without treating the departure hall as a race between queues.

  • Keep the purchases reachable until the kiosk result is clear.
  • Carry the original receipts, passport and flight documents together.
  • Leave time for inspection as well as airline bag drop.

Checked goods: finish any inspection before bag drop

Go to the designated GST refund area in the Departure Check-in Hall with the goods still in your possession. At the eTRS kiosk, scan your passport, declare eligibility, verify the purchases and select a refund method. Read the outcome: a kiosk application can require Customs inspection before it is endorsed.

If directed to the inspection counter, take the goods, original receipts or invoices, passport, e-Visit Pass and flight documents. Once the required process is complete, check in the purchases with the airline and continue towards departure immigration.

If the suitcase has already been handed over, the purchases may be unavailable when Customs asks to see them. Seek assistance from airport staff promptly; recovering checked baggage is a separate airline matter. Keep the purchases accessible until the refund procedure tells you that you can proceed.

Hand-carry: apply after departure immigration

For purchases travelling in cabin baggage, use the eTRS kiosk in the Departure Transit Lounge after immigration. High-value goods suitable for hand-carry follow this route too. Keep them accessible and follow any inspection direction shown by the kiosk.

With purchases in both types of luggage, finish the checked-goods process landside first, then handle the hand-carried goods airside. Completing one part of the claim does not make the other bag's purchases available for inspection.

The goods must leave Singapore by air within two months of purchase. After refund approval, depart with them within twelve hours. An overnight delay or changed flight may affect that timing, so ask the refund staff for guidance while you are still at the airport.

Choose the refund method and read the net amount

Changi offers credit-card, Alipay and cash refund options. Choose the method during the kiosk application and follow the result. A cash refund is collected at the GST Cash Refund Counter in the Departure Transit Lounge, after immigration. Changi states that approved credit-card refunds are credited within ten calendar days.

Handling fees are deducted, so the refund received is smaller than the GST paid. Review the actual net amount rather than estimating a return from the tax rate alone. Record the chosen destination and keep the transaction details until payment arrives.

Keep remaining SGD available for expenses still due. A card refund arriving after departure serves a different purpose from cash needed before immigration; neither should be counted twice when reviewing the trip's funds.

Starryblu and the SGD left after your trip

A payment-card refund, cash in your wallet and an SGD account balance sit in different places. Starryblu Global Account supports CNH, USD, SGD, EUR, GBP, NZD, HKD, AUD, JPY and CAD, giving travellers a way to manage supported currency balances between trips.

Retain SGD if another Singapore visit is planned. For a different next destination, review the exchange quote and fees before adjusting the balance. Track the GST refund through the method selected at the kiosk; the account's role here is managing travel funds, separately from eTRS payment.

Questions before departure

Can I check in the shopping first and claim afterwards?

Apply for checked purchases before bag drop and complete any requested inspection while you still have the goods. Purchases already with the airline may be unavailable for Customs to examine.

Does a Singapore receipt guarantee a refund?

No. Tourist eligibility, retailer participation, qualifying goods, the purchase threshold and departure conditions all apply. Check the eTRS transaction as well as keeping the original receipt.

Can I collect a cash refund before immigration?

At Changi, the GST Cash Refund Counter is in the Departure Transit Lounge after immigration. Keep enough money available for expenses before entering the transit area.
